The next time Republicans control one House of Congress AND the Presidency, they can throw open the books. SCOTUS made it EXPLICITLY clear that Executive Privilege is at the discretion of the SITTING President. Congress can yell all it wants about access, but, with a few established exceptions, the President can still invoke that "privilege". Either for themselves, or a predecessor.
