A crowbar circuit normally shortens the output to ground by means of a thyristor. This supposed to blow the fuse.
It is used in places where the designer expects the regulator to malfunction.

What you are trying to build is a combination of a voltage regulator and over-voltage protection. Especially with the capacitor and the inductor (coil). PLEASE DO NOT TRY THIS VERSION!
