Those markers seem to be just that: markers. You can't think of a possible reason for their existence, until you remember hearing about 'sense' spells screwing with normal folks' senses - these markers might be used to align one's vision if it was being screwed with by some sort of "screw with vision" spell. You can't see any other reason they might have for existing, unless they were just "all the company had" for construction that weekend - an idea you dismiss because of sheer idiocy, quite possibly on their part. Whatever it is, it's a marker system for magical people to take advantage of, regardless of what it might actually stand for/do. Perhaps another spell needs to be cast in order to activate them - they don't exactly have help documents floating in the air next to them. (Although you suspect that might be an amazing improvement on the spell's design.)
