There have been moments in the past where I guess everybody was
happy for what the GIs did in humanitarian work (think 1948 for
example) and there are certainly quite a number of people happy
to have found a job which is related to that presence.
OTOH moving up to an improved independence after the Wall came
down was a good thing, too. And I'd cetainly not mind if there
were no bases at all anymore. Whis is partly due to my not liking
military at all. (The institution and what they're doing when it's
not involved in humanitarian work or out of nescessity because some
other dweeps started a fight and they really have to defend other
people from them, not the people doing their job and hopefully
trying the best they can, despite all circumstances).
And let's not forget the times where the US said 'this is the way
we're gonna handle things and you can't do anything about it' like
stationing rockets over here which started a wave of protesting.

Stop acting like the rest of the world's your playground. But that's
not that much of an issue over here.
What I'd like to see is having foreign nations open bases in the
US much as like they're having bases all over the world. Not big
ones, certainly not a threat to the US inhabitants, but as for
example Germany is sending people over to the US for training that
can't be done over here currently these trainees are completely under
the rule of the US institutions. I't probably better to have them as
partners which have an independent structure so they can decide on
their own how to handle things.

Put them to use. There's certainly a good amount of infrastructure
within the bases that should not be wasted.
