the transistors which are carrying the CURRENT LOADS to remain steady in conductance at that voltage and no other. The transistors stay conducting, up or down a tiny bit within the limits of the VR component but the variation is slight with any decent VR. It isolates the lower-capacity VR device from the high-current load while using it as a reference to stick the transistor bias to one value.

(The load is splitting up between them all, internal transistor junction impedances in parallel is what does the dividing. THAT IS A LIE, but a well-intentioned one and might help you get your head around this.)
