*that* gives me an idea.  See if you can follow me on this, or if it's pure madness.  Set up the Zener diode as the voltage reference for a higher/lower voltage comparator circuit of some breed, probably not an IC or such.  Have this reference voltage turn a high speed (high-current) MOSFET on and off as needed, maybe feeding a coil or big capacitor to "smooth out" the "bumpies" in the output voltage in order to keep it hard-lined at 36V regardless of the input voltage.  As long as the Zener doesn't activate the circuit wouldn't need to "switch off and back on" to mitigate the voltage, and since the MOSFETs were just built for this sort of thing, it would kind or/sort of *BE* a buck converter - at full current - for this purpose.

Or is my fever getting to me?  It's quite possible, you know...
