    He moves a little.  Stops.  Moves a little more.  Stops.  Never does he follow a straight line.  Very effective to keep you guessing.  Looks like his rifle is a long-barreled narcoject variant, with an impressive optics pack.  When he moves, his outline shimmers and the projected image shifts and warps, meaning he's not perfectly invisible.  Of course, he appears to know that, so he limits his movements to reduce your ability to detect him.  Kudos to him for his skill.  Apparently he knows his limitations.

    Of course, as is the way of the streets he doesn't know what you know, and probably has no idea that you *can* see him.  Move by move.

    He seems to be heading away from you, down the avenue.  And from the looks of it, he didn't bring any support.  That could be a severe tactical error...
