General remark: the following answers sound "technical", not targeting people. That is because Americans rather like to seperate ("in the Ghettoooooooo..." :-)) themselves. (I speak with 6 years experience living in Kaiserslautern; Ramstein is nearby and used to house as many American soldiers than there were Germans.) However, today I have a (few) colleagues in my company. For these guys my answers would differ!!
1. Increasingly no longer necessary (we speak about the army only). Endlessly thankful for having been here until end of Cold War!
2. Do not re-elect your president (OK, anyway not possible), better repeat empeachment, as seen with Clinton, there's much better cause now than there was then. Do not tread whole world as your playground. Get aware that the Republican/conservative/very religous half of your population (rough estimation) more and more looks like extremists from this side of the Atlantic. Don't preach democracy and human rights and introduce one exception after the other, or use foreign countries with lower standards for your "dirty laundry". If you invade your next country, please think more for the time *after* the (surely successful and swift) invasion itself. In short: pleaze, lower the difference of what you claim America is standing for in the world, and how you actually perform...
3. Mixed feelings: The US military leaving increases the feeling of being a souvereign nation; at the same time for several areas US military has been a significant economical factor.
4. Try to put it in further use. We have some experience with conversion now by re-unification. Several barracks were welcome as houses, at least one airport (Hahn Air Base) wasa "reused" civilian, and some place are used as industrial area ("Gewerbegebiet") now.
