10% higher voltage can be normal. I.E. A 12 Volt car battery can have 13.8 Volt
but 33% higher voltage is VERY unusual! As in: check the manufacturers label/part-number.

Make sure the battery is charged according to the manufacturer, and NOT overcharged!

P.S.
A motor should be able to handle 10% over-voltage ... 33% not for a long time ...
I would be more worried about the motor than the battery. (but that might have been a typo)

P.P.S.
I'm surprised that you have to worry about speed control AND Voltage control at this power level at high school level! I expect that kind of problem more in a trade-school for Electrical Engineers!
