which is not totally clear to me from your post... If you just wanted to vent, ignore this.
That said, from your description it sounds like she just wants you to take the initiative. Maybe she just doesn't want to lean too far out of the window, so to speak, before having any sort of assurance you're really interested too.
I understand your doubts regarding her "sister", but maybe they really just are close like siblings. Maybe you can just ask her sometime, as innocently as possible, how she really feels about her, and how it came that they live together. Or just ask anybody else who knows them well enough. Nobody could really blame you for being a little curious after what happened ;-)
