Unless you're going to put a Linux distro on it that can work well with such a limitation, it's generally considered to be "the more the better" option.
If you're putting Windows on it, especially anything newer than 98SE, you may not even be able to get it to run with that little to work with.
Consider 8Gb as a minimum, 16Gb if you can, & anything more as icing on the cake.
As Kahuananana said, an SSD will make it feel faster, and more RAM will make it work better, so the two combined will make the entire system feel snappier...
