At what IQ level would a human fail a Turing test?

My wife works as helper for brain damaged people, but when I speak to these people, I'm never in doubt that it is a human being answering. Some of these can't read, or find their own way out of a phone booth, but I'm never in doubt. OTOH, if I were to speak to Stephen Hawking on the phone, I'm not sure what my verdict would be.

Is there some flaw to the question, as there were when Svlad Cjelli solved the Schrödingers cat paradox?
