if you can tell whether a complex (enough that you can't exclude unforeseen effects) computing entity is intelligent or not by judging on it's reactions on input - it may as well be unwilling (I'm assuming intelligence requires some consciousness and will) to react or unable due to noise mixing with that special input or output devices inadequate to its nature. As for your question, I have no real idea as I regard IQ as a concept too limited to measure abilities. Useful in a certain range, but limited. In the current understanding of IQ I guess the more limited your choice of expressions is, the quicker you'll seem to be repeating yourself. But I'm no expert and can't tell which exact level that would be.
